The thematic ticket dedicated to the 300th anniversary of the establishment by Emperor Peter I of the "major" investigative offices, directly subordinate to the head of state and serving as a prototype of modern investigative bodies of the Russian Federation. The decree was signed on December 9, 1717.

They were called "major" because they were staffed by guard officers, mostly with the rank of major.
